Jscript Tutorial 23 onMouseOver & onLoad

I am on Jscript tutorial 23 onMouseOver & onLoad. when i saved and ran it kept repeating the onMouseOut and wouldn't let me
close the IE browser. Worked fine in Chrome.

Why is this? Yes, my IE is up to date.

Follow these instructions and it'll be fixed:

- go to configuration window
- program's 
- search for IE
- click delete and problem is solved

I have checked and checked this code. I know i have to be missing something somewhere. But every time I run this it gives me alert box over and over again. Not just when I mouse out.
