What is the best way to learn C lang. and how to do it ? 

The best answer (which means the shortest way with maximum result) will be shared on the page.

To be honest, the best way to learn any language is practice practice practice.

Try writing a program for which you have an intended goal.  I have a really bad example, but I needed a tool for which I could make quick byte patches so I have made one that I pass it two files the exe and the diff file and it will change them accordingly.

Buckys tutorials are rather well written. So do those and jump into a project.

If you want to try this ->

1. get all info from sources ( i'd prefer bucky's tutorials )
2. follow them step by step.
3. after every 2-3 steps , practice it what ever you have learned in the previous steps.

4. if you will watch 40 minutes of tutorials and practice 1-1 and a half hr each day, you will be a good C programmer by the end of the month

As he said, "the best way to learn a programming language is by writing programs in it", therefore write as much programs as you can.
one more thing, important one,  writing programs are just like writing poetry, one should have the imagination along with the good knowledge of  language.

i agree with all other members that practice is all you need !! 
but you should get involved with other programmers in a small project you can find that in github i recommmend you to watch a video about github because the first time confuse people .
