HTML, CSS, ASP .NET - not a programming languages.

Python for web???

There is no such a thing as a "web programming language".

Ok, here is how things work:

We can say that well designed dynamic web project is separated into three layers:
1. Presentation layer (View)
2. Data access layer (Model)
3. Controller layer (Controller)

For design of dynamic web project you will mostly need set of technologies.

For presentation layer or front-end, you will use markup languages such as HTML and CSS and programming languages such as JavaScript. Although, it's worth of mentioning that there are technologies which can eliminate use of HTML, CSS and JS. I.e. Vaadin web application framework for Java.

For data access and controller layers, you will need to use some programming language.

PHP, Python, JavaScript, Ruby, C#, Java, Groovy or whatever.

Knowledge of SQL is obligatory.

I would first master HTML/CSS
Then move to Javascript/JQuery/JSon/Ajax to create more dynamic pages
PHP/SQL should come after to handle server requests and database managements

Additional tools that might come in handy is learning about:
Photoshop
Google Tools (Analytics, Webmaster Tools, AdSense)
FTP (Would suggest CyberDuck)
AName
cName
.htaccess
Schema
SEO

Hope this helps might have left some things out but I believe these are the fundamentals.
