What is the best lightweight IDE for PHP development?

I am starting a new project in PHP. And need a good IDE with basic functionality like code highlighter, project management etc. I have already worked with Notepad++ and Dreamweaver. Please suggest me something else. Which should be completely free.

jetbrains phpstorm is the best ide you can find in the market right now. Since people tend to code in notepad++ or sublime you can modify them as well.You might wanna check phpstorm btw. It also provides free licence for students. Big plus here

I recently found out about Brackets and I enjoy the simplicity of the program.  I had previously used Notepad++ and before that Dreamweaver CS5.
