how to copy files in the /var/www/html folder

I want to copy a folder in my
/var/www/html/ folder 

the folder I want to copy there contains images, css files and so on

im sure its a permission issue

I tried already 
chmod -R 755 /var/www/

but all i get is message
"Operation not permitted"

its not  working i just tried that

i even tried to run this command as su

all i want to do is to add a folder to my /var/www/html/ folder

755 won't let normal users add anything to the folder.
use 777 so that it becomes world-writeable.

You should never make that directory world writable.... Just become a user that owns that directory and cp -r foofolder  /var/www/bar/

777 on any object is bad.  777 on /var/www/ ........... well you deserve the hacking when it comes.
