Simply make a game with 8bit music and textures.
Unless you are referring to making 2D pixel games?
When talking about 4bit,8bit,16bit, etc, it usually refers to color. If you want to make a "bit" game, simply use textures with specific colors.
But if 2D pixel games are what you are referring to (even 8bit 2D games), then here are your options:
Buy none-code experience programs like Gamemaker,RPGmaker, etc.
But if you want to code then I suggest learning C++ or Java.
For Java, you can use libGDX to easily make some 2D games. I made a topic on libGDX some time ago, just use the "Search Topics" tab to look for it.
For C++ there are many options and many kinds of engines. But the ones I recommend are Unreal Engine 4 and Unity. There are threads already discussing Unreal Engine 4 and I can help you by giving more info if you'd like. I don't know much about Unity, but it's also very good.
