I may sound like a crappy teacher but what part of it you don't you understand?
From what I understand the linked page explains Group Management:

  •  Group Query

  •  Group Creating

  •  Changing Group Name

  •  Changing User Group

 Group Query

HTTP request method GET parameter is acces_token (ex. https://api.wechat.com/cgi-bin/groups/get?access_token=TOKEN_HERE)

If it's successful it will give a valid response.

These are the explanations of the parameters in the response:

groups - Group list
id - Group ID, assigned by WeChat
name - Group name (UTF8)
count - The user quantity in a group

Unsuccessful JSON response (caused by invalid AppID): {"errcode":40013,"errmsg":"invalid appid"}
These are all the return codes: http://admin.wechat.com/wiki/index.php?title=Return_Codes

Group Creating

You should be able to support up to 500 groups

...

I actually can't explain it simpler than the page already does sorry.

All I can see there is just a parameter, I don't have an idea how to execute those instructions. Im just a newbie in programming.

All I can see there is parameter, there is no actual instruction on how to do develop it.

My suggestion is that you watch some of Buckys tutoials in your spare time: xhtml & css, php, javascript, html5 to have a better understanding of what youre getting into. You dont have to master these, simply grasp the basics.
